Those supporting the bill have stated that the bill will help to bring down insurance premiums, or at least to stop them from rising further. Increasing premiums have caused a number of concerns including the rising cost of healthcare, doctors having to close surgeries or move to other areas with caps already in place, and a number of other problems.
The legislation received a high level of support from republicans, as well as from agencies and professionals such as doctors, hospitals, pharmaceutical companies, and insurance agencies. There was also opposition to the bill, which was mainly from democrats, advocacy groups, and attorneys.
Democrats stated that the bill meant that the interests of the average consumer were compromised. Rep. Marion Berry, D-Ark., asked his Republican colleagues: "Are you so in bed with the drug companies and the insurance companies that you just can't pass up another opportunity to give them money?"
